These points are allocated in acquired Skills, one for each Skill level.
Thus, the sum of all acquired Skill levels can not exceed the number of Character Points.
Acquiring a skill level
Agents on a Base Station can train Skills, acquiring new levels. Getting a new Skill is just a matter of raising its level from 0 to 1.
In order to increase a Skill level, an Agent must spend enough points of the correct experience type for that Skill.
Also, he must have a free a free Character Point to allocate in that Skill level.
Releasing a skill level
Agents on a Base Station can release a Skill level, in order to train a different one.
Releasing a Skill level will make the allocated Character Point available again for another allocation. However, spent Experience Points are lost and will not be refunded.
